Dear European Society of Biomechanics member,
The European Society of Biomechanics General Assembly (GA) will be held in Prague at the 21st Congress of the European Society of Biomechanics (Clarion Congress Hotel Prague- Rooms: Zenit + Nadir) on Monday 6th July 2015 (17.00h – 18.30h).
One of the important items on the agenda will be taking the decision about the implementation of electronic voting for council member elections. Thank you to all of you who took part in our electronic survey, 72 people responded with 85% in favour of electronic voting, however 24% have concerns. Therefore, if you feel strongly about electronic voting please attend the GA to make your opinion known.
This item will come earlier in the agenda than previously stated. To enable electronic voting we would need to change our By-laws, mainly, Article III: Council – Section 3. At the GA the council will propose the following modification:
ARTICLE III: Council
Section 3: Elections – Duration – Term of Office
The members of the Council shall be elected for 4 years by the affirmative anonymised vote of a majority of voting members by a secure electronic voting procedure. The candidates can be proposed by the Council or by the members. Proposals from the members are to be submitted to the Secretary at least three weeks before the opening of the electronic ballot. The electronic ballot will be opened at least two weeks before the following General or Special meeting of the members and announced at the same General or Special meeting of the members. The electronic ballot will remain open until 24 hours before the scheduled start of the meeting where the vote is to be announced. In the event of a technical failure of the electronic ballot the electronic vote may be declared void by the council and the members of the council elected by the affirmative secret vote of a majority of the attending members at a General or Special Meeting. New council positions may be created and filled at any meeting of the members. Each Council member shall hold office until his successor shall have been duly elected or appointed and shall have qualified.
The maximum (consecutive) term in office shall be 8 years for all Council members.
During the GA, discussion will be opened to our members and a final vote will be proposed. If an ESB member cannot make it to Prague, but wants to vote by proxy, the member should contact the Secretary General (SG) by email well in advance (e.g. during the week before the start of GA). The member should attach a signed declaration in which the person declares that he or she wants to vote by proxy, and in which the name of the proxy is mentioned. The email must be cc’ed to the proxy, who should print it out and present it to the SG at the GA.
